Master Degree Scholarships in Public Policy and Management, Korea
The KDI School of Public Policy and Management
offers scholarships to international students for pursuing master
degree courses in public policy and management in Korea. These Long-Term
Scholarship Programme (LTSP) is a hallmark of the Colombo Plan.
The main objective of the Programme for Public Administration is to develop human
capital in the public sector of the developing member countries
(DMCs) through provision of training programmes in prioritized areas
such as poverty reduction, leadership development, economic management,
strategic management, food security and environmental issues.
About the Management School, Korea
The KDI School of Public Policy and Management was established in
1997 with the support of the Korea Development Institute (KDI), which is
Korea’s leading economic think-tank since 1971. The School aims to be a
world-class institution by offering innovative educational programmes
for future international leaders of government and business
organizations and equip them with the latest knowledge to meet the
challenges of a globalized world.
Master Program Description
The one year Master programs, Mater of Development Policy and Master
of Public Policy for foreign students are conducted by the KDI School
of Public Policy and Management in Korea. The academic year is based on a
trimester system and in principle. It takes one year to complete the
coursework. Students need a minimum of 45 credits to receive a degree.
Of the 45 credits, 39 credits must be obtained through coursework in the
first year. The remaining 6 credits can be fulfilled by submitting a
research project (worth 6 credits) before or after returning to one’s
country of residence and/or workplace.
Language
Requirements
The Master of Development Policy (MDP) and the Master of Public
Policy (MPP) programs are taught in English. Applicants must prove
proficiency in English by submitting TOEFL (minimum 570) or IELTS
(minimum 6.0). The KDI School also provides Basic Korean Language
courses for international students.
Duration
of Program
The Master of Development Policy (MDP) and the Master of Public
Policy (MPP) programs are conducted on a full - time basis starting in
January 2012, and require one year’s coursework.
Admission Criteria
All applicants for the Master of in Development Policy (MDP) and
Public Policy (MPP) program must meet the following minimum general
requirements.
- Minimum 5 years experience in the public sector.
- Nominated by the Colombo Plan National Focal Point of their respective
- Governments
- Completed a bachelor’s degree or its equivalent.
- Meet English language requirements.
The scholarship awards will cover the following:
- A return air ticket on economy class from the closest international airport to
- Seoul, Korea.
- Admission costs
- Full tuition
- Living stipend of KRW640,000
- Book allowance of US$300 per student per month

VLIR-UOS Master Degree Scholarships to International Students, Belgium
VLIR-UOS awards master degree scholarships to international students from Africa, Asia and Latin-America
to follow a training or master programme at a Dutch speaking university
or university college in Belgium. The eligible training or master
programmes are taught in English. They are designed for people in
positions of responsibility in civil society.
VLIR-UOS enables innovative partnerships between universities and
university colleges in Flanders and in developing countries. VLIR-UOS
aims to find sustainable responses to global challenges and local needs.
Application Requirements for the Belgium Scholarship:
- You are a resident AND national of one of the countries on the country list (not necessarily the same country for residence and nationality).
- You are not older than 40 years* if you apply for a scholarship to follow a master programme. Or you are not older than 45 years if you apply for a scholarship to follow a training programme.
- You have the required English proficiency. You need a proof of at least 1 year of comprehensive English-based instruction at a university or recognized equivalent. If not, a TOEFL test is required with a minimum total score of 550 on the paper based test (PBT), or 79 on an internet based test (IBT); or an IELTS test with a minimum overall band score of 6,5; or a proof of another test of similar level as TOEFL or IELTS.
- Professional experience and employment perspectives are not required for a master programme, but they can be a competitive advantage for selection, depending on the programme.
- Earlier applications and scholarships: You do not apply for more than one VLIR-UOS scholarship a year. You have never received a master scholarship funded by the Belgian government before. You are only admissible for a training programme scholarship if you have not received a VLIR-UOS scholarship for a training programme before.
- When you are an applicant from a university engaged in a VLIR-IUC partnership, it is required that the Flemish or local IUC coordinator declares that you are not linked to an IUC funded department.
- Motivation: It is essential that the candidate’s motivation demonstrates the possibility of transferring knowledge or creating extension activities, and having a specific developmental dimension.
- Professional experience, preferably in a research institution, a higher education institution, the government sector (national/regional/local), the sector of social economy, or an NGO.
- Present employment/reintegration perspectives, preferably in a research institution, a higher education institution, the government sector (national/regional/local), the sector of social economy, or an NGO.
- Gender: In case of two equally qualified candidates of different sexes, preference will be given to the female candidate.
- Regional balance: The selection commission will try to ensure that 50% of a programme’s scholarships are granted to candidates from Sub-Saharan Africa.
- Social background: In case of two equally qualified candidates, preference will be given to candidates from a disadvantaged area within their country or an ethnic or social minority group, especially when these candidates can provide proof of leadership potential.

Master Degree Scholarships for International Students, University of Oulu, Finland
The University of Oulu International Master Scholarship
is aimed at students studying for a Master’s degree in the University
of Oulu, Finland for a 2 year international Master’s program. The
scholarships provide EURO 2.4 million in financial aid to academically
talented international students in architecture, business, economics,
education, engineering, and sciences. The scholarship is for one
academic year and covers the full international tuition fee.
In order to retain the scholarship in the second year of study, a
student must have completed 45 ECTS by the end of their first academic
year. If a student does not achieve this requirement, they will be
liable to pay the full international tuition fee if they wish to
complete their Master’s degree programme.
Eligibility Requirements to Apply for International Master’s Scholarship
A. Applicants are eligible to apply for a University of Oulu IM Scholarship 2012, if they are:
Non-EU/EEA citizens who do not have a permanent residence permit in Finland.
Applicants not eligible for the International Master’s Scholarship are:
- non-EU/EEA citizens who have a permanent residence permit in Finland,
- EU/EEA citizens or comparable persons ,
- University of Oulu students who have been accepted to study BEFORE the academic year 2012 – 13.
Applicants who are in their last term/semester of studies during the application period, can apply for the scholarship. Applicants who receive a conditional offer of study placement for a Master’s programme will receive a conditional scholarship offer.
Selection criteria for University of Oulu IM Scholarship 2012
Admissions and scholarships decisions will be taken at the same time. Those students successful in obtaining an International Master’s Scholarship will be notified at the same time as their offer of admission to their International Master’s programme is confirmed.

Punjab cabinet on Thursday formally approved the Yellow Cab Scheme. Under the Scheme, 20,000 vehicles will be distributed among jobless youth. Forty per cent of these have been allocated for Southern Punjab.

The cabinet also accorded approval to a draft bill for an amendment in Section 17(4) of the Government Servants Housing Foundation Act, 2004.
The Punjab Information Technology Board chairman gave a detailed briefing regarding websites of various departments for the promotion of e-government in the province.
Addressing the meeting, Chief Minister Shabaz Sharif said that the government was undertaking a comprehensive programme for the elimination of poverty and unemployment from the province.
He said that the Yellow Cab Scheme would not only help reduce unemployment but will also promote local industry and provide better transport facilities.
Sharif said that under the scheme, 2,500 vehicles will be distributed among the winners of the draw every month for eight months. He said that people having intermediate or equivalent academic qualification will be eligible to apply for the scheme.

HEC scholar Kashif Mehmood has made the whole nation proud by successfully completing two PhD degrees from France within a period of four years.
He is among those few fortunate researchers in the world who have secured double doctorates in two different disciplines (Business Administration and Computer Science) from two leading universities.
Dr. Kashif Mehmood completed four postgraduate degrees (PhD in Computer Science, PhD in Business Administration, MPhil in Business Administration, MS in Computer Science) within the last five years.
He was awarded HEC scholarship under Overseas Scholarship Scheme for PhD in Selected Fields (Phase-1) in 2004.
Based on his education and experience, he secured admission in MS programme at the Université Pierre et Marie Curie (UPMC) that is ranked among the best universities in the world.
During his research internship, Dr. Kashif impressed his supervisor with his technical, analytical and managerial skills for which he was offered a PhD thesis in Computer Science.
After starting PhD in Computer Science, Dr. Kashif applied for an MPhil (Business Administration) in a leading French business school, ESSEC Business School.
Getting into ESSEC was a difficult task and securing full fees waiver (worth 10,000 Euros/Year) was almost impossible.
But Dr. Kashif secured an admission along with a full fees waiver for the first year (renewable each year).
He completed his MPhil (Business Administration) within two years along with working on his Computer Science thesis
After MPhil, he was offered to continue towards PhD in Business Administration from ESSEC.
Dr. Kashif defended both of his PhDs in front of a jury consisting of eight senior and eminent professors/researchers.
Dr. Kashif received exceptionally good reviews for his dissertation and was highly praised during his defense presentation.
He was offered a full-time tenure track position in a leading university in Canada that he turned down to return to Pakistan and serve his country.

Federal BISE to conduct scholarship examinations
Islamabad, Jan 05: The Federal Board of Intermediate and Secondary Education
(FBISE) has finally succeeded in winning the authority for conducting eighth class scholarship examinations, which otherwise are conducted by the Federal Directorate of Education (FDE).
According to sources, the FBISE would issue a notification to federal government schools on Monday in which it would inform about its authority to conduct eighth class scholarship examinations and their schedule.
It is for the first time that the FBISE would be conducting eight class scholarship examinations, as previously the FDE was the sole authority to conduct examinations for both class fifth and class eighth. The reason behind change in examination-taking authority is the announcement made by Federal Minister for Education Sardar Aseff Ahmed Ali Khan last year in which he said that the FBISE would conduct scholarship examinations for class eighth.
A notification in this regard was issued by the Federal Ministry of Education on December 22, 2010, in which it was stated: "The examination of class eighth for scholarships only shall henceforth be conducted by the FBISE."
According to sources, the authority for conducting examinations for class eighth has remained a big issue as both FBISE and FDE were trying hard to convince the Ministry of Education to give this authority to them.
According to well-placed sources in the FBISE, it is actually the responsibility of FBISE to conduct examinations for class eighth for transparency and better evaluation. "The FDE is responsible only for imparting quality education and not assessing the quality of education being imparted under its control. It is not fair that the FDE itself conducts examinations and prepares results," they said.
Sources clarified that the FDE would continue to play the role of centralised examination-taking institution that is responsible for conducting examinations for class eighth and class fifth. "The FBISE would play the role of external agency that would conduct scholarship examinations for class eighth just to have a better evaluation of the education imparted by federal government schools," he said.
According to information, there are usually around 1,500 students that take scholarship examinations, whereas more than 20,000 students appear in normal examinations. It is also pertinent to mention that scholarship examinations are only taken in four subjects - General Science, Mathematics, English and Urdu.
On the other hand, the officials of FDE believe that according to the Federal Board of Intermediate and Secondary Education Act 1975 (as passed by parliament) FBISE could not conduct examinations for class eighth. "According to the act, the FBISE could only hold examination for class IX and class X besides class XI and class XII. For any changes in the act, they must go to the parliament for amendments," he said.
FBISE Chairperson Dr. Shaheen Khan confirmed news regarding the commencement of examinations under the FBISE and said that the notification in this regard would be issued on Monday.
